پارٹی فنڈز کا مبینہ غلط استعمال ، عمران خان سے وضاحت طلب
اسلام آباد : الیکشن کمیشن آف پاکستان (ای سی پی) نے پاکستان تحریک انصاف (پی ٹی آئی) کے سربراہ عمران خان سے پارٹی فنڈز کے مبینہ غلط استعمال اور خردبرد پر وضاحت پیش طلب کرلی ہے۔
ای سی پی ذرائع نے اس بات کی تصدیق کی کہ پی ٹی آئی چیئرمین عمران خان اور سیکرٹری جنرل کو نوٹسز جاری کرتے ہوئے 23 فروری کو کمیشن کے سامنے ذاتی یا اپنے نمائندے کے ذریعے پیش ہونے کی ہدایت کی ہے۔
پی ٹی آئی رہنماﺅں سے پی ٹی آئی کے بانی رکن اور سابق نائب صدر اکبر ایس بابر کے الزامات پر وضاحت طلب کی جائے گی۔
چیف الیکشن کمشنر جسٹس ریٹائرڈ سردار محمد رضا خان اور کمیشن کے چاروں اراکین اس درخواست کی سماعت کریں گے۔
اکبر ایس بابر نے گزشتہ سال نومبر میں ای سی پی میں ایک پٹیشن دائر کرتے ہوئے " پارٹی کے اندر مالیاتی بے ضابطگیوں" کی تحقیقات اور ذمہ داران کے احتساب کی استدعا کی تھی۔
انہوں نے پی ٹی آئی قیادت پر الزام عائد کیا تھا کہ وہ پولیٹیکل پارٹیز آرڈر 2002 کی خلاف ورزی اور عملدرآمد نہیں کررہی۔
اکبر ایس بابر نے اپنی پٹیشن کے ہمراہ ' دستاویزی شواہد' بھی جمع کرائے تھے جن میں پارٹی فنڈز کے ایک آڈٹ کی نقل اور بیرون ملک سے ملنے والے ڈونیشنز کی رسیدیں بھی شامل تھیں۔
انہوں نے دعویٰ کیا تھا کہ ان کی درخواست پر گزشتہ سال مارچ میں ہونے والے خصوصی آڈٹ رپورٹ میں یہ ثابت ہوا تھا کہ پی ٹی آئی فنڈز میں خردبرد ہوئی ہے۔
ایک مثال دیتے ہوئے ان کا کہنا تھا کہ امریکا سے پی ٹی آئی اراکین نے فروری 2010 سے جون 2013 کے درمیان دو لاکھ ڈالرز بھجوائے تاکہ ضلعی دفاتر کا قیام عمل میں لایا جاسکے مگر یہ فنڈز اس مقصد کے لیے استعمال نہیں ہوئے۔
اکبر ایس بابر نے کہا کہ آڈٹ رپورٹ نے ان کے 2011 میں پیش کیے گئے خدشات کی شہادت پیش کی کہ ڈونیشنز کی رقوم پی ٹی آئی رہنماﺅں کے بینک اکاﺅنٹس میں منتقل ہورہی ہے۔
ان کے بقول اس وقت انہوں نے ' فارنزک آڈٹ' کی تجویز پیش کی تھی تاکہ کرپٹ پارٹی رہنماﺅں کا احتساب ہوسکے۔
ان کا دعویٰ تھا کہ آڈیٹر نے انہیں مکمل معلومات تک رسائی دینے سے انکار کردیا اور انہیں آڈٹ پارٹی کے اخراجات سمیت گزشتہ سال عام انتخابات کے موقع پر موصول ہونے والے ڈونیشنز وغیرہ کی معلومات بھی فراہم نہیں کی گئی۔
اکبر ایس بابر نے الزام عائد کیا " اس سے تاثر پیدا ہوتا ہے کہ اعلیٰ قیادت کی جانب سے کرپشن کی سرپرستی اور تحفظ فراہم کیا جارہا ہے"۔
انہوں نے کہا کہ کرپٹ عہدیداران کے خلاف ایکشن لینے کی بجائے عمران خان نے کرپشن کو نظرانداز کرتے ہوئے ان کے تحفظ اور سرپرستی کا انتخاب کیا۔
دوسری جانب پی ٹی آئی رہنماءڈاکٹر عارف علوی نے ان الزامات کی تردید کرتے ہوئے انہیں بے بنیاد قرار دیا اور کہا کہ آڈٹ رپورٹ میں فنڈز میں کسی قسم کی بے ضابطگی کا انکشاف نہیں ہوا۔

ISLAMABAD: The Election Commission of Pakistan (ECP) has sought an explanation from Pakistan Tehreek-i-Insaf (PTI) chief Imran Khan to explain his position over alleged misuse and embezzlement of party funds.
An ECP source confirmed that notices had been issued to the PTI chairman and Secretary General Jahangir Tareen to appear before the commission on Feb 23 at 10am, either in person or through their counsel. They will be asked to respond to allegations levelled by a founding member of the PTI and former vice president, Akbar S. Babar.
Chief Election Commissioner retired Justice Sardar Muhammad Raza Khan and four other members will hear the plea.

Akbar S. Babar had filed a petition with the ECP in November, seeking an investigation into “financial malpractices in the party” and seeking accountability for those responsible for such practices.
He had accused the PTI leadership of disregarding and violating provisions of the Political Parties Order 2002. Mr Babar attached ‘documentary evidence’ with the petition, including the copy of an audit of the party’s funds and receipts of donations received from abroad.
He claims that the report of the special audit, commissioned in March last year at his request, had proved beyond a doubt that the PTI’s finances were in shambles.
Giving an example, he said around $200,000 had been sent by PTI members from the US between Feb 2010 and June 2013 for the sole purpose of opening district offices, but the funds were not used for that purpose. He said the report had substantiated fears he had expressed in 2011 that the donations had made their way into bank accounts of PTI leaders.
At the time, he said, he had suggested that a ‘forensic audit’ of PTI accounts be conducted and an accountability commission be formed to hold corrupt party leaders accountable. He claimed that the auditor was denied access to complete information and was not allowed to audit party expenses and donations received for last year’s general elections.
“This has created the impression that corruption is being protected and patronised by the top leadership,” Mr Babar alleged. He said that instead of taking action against the corrupt office-bearers, Imran Khan had ignored corruption and chose to protect and patronise the corrupt within the party by not taking any action against them.
PTI leader Dr Arif Alvi, however, denied the accusations, terming them baseless and saying that the audit report had not revealed any misappropriation of funds.
