PHC moved against Chitral varsity project director’s appointment
PESHAWAR: The appointment of Dr Badshah Munir Bukhari as project director of the University of Chitral has been challenged in the Peshawar High Court (PHC).
Dr Ismail Wali challenged the appointment of the project director through his lawyer Mohibullah Trichvi. He claimed the appointment was made on political ground and in violation of the merit list and law.
The provincial government through chief secretary, Higher Education Department, Khyber Pakhtunkhwa, and the newly appointed project director were made parties to the petition. It was stated that the petitioner Dr Ismail Wali had done his PhD in English literature and was a scholar of high repute.
It was submitted in the petition that secretary Higher Education Department (HED) had sent a summary to the chief minister for the appointment of project director, University of Chitral. The petitioner claimed that his name was on top in the summary for the post of project director.
He claimed that in violation of the merit the provincial government first issued notification of Dr Jamil Ahmad as project director even though his name was fourth in the merit list. The petitioner maintained that the HED had recommended only top three names in the summary for the appointment of the project director of the university and his name was listed ahead of others.
According to the petitioner, it was astonishing that after a few days the chief minister ignored the three names for the project director recommended by the HED and issued notification of the appointment of Dr Badshah Munir Bukhari even though his name was not included in the summary.
The petitioner submitted that the HED on March 31, 2017 issued notification of the appointment of Dr Badshah Munir Bukhari in violation of the law and against the merit. The petitioner prayed before the court to declare the appointment of Dr Badshah Munir Bukhari null and void and against the law.The petitioner prayed before the court to stop the project director from functioning till final decision in the writ petition.
